England Golf has updated the rules regarding general winter play, including when preferred lies can be applied.
Historically, the preferred lies rule, which allows players to take free relief in the fairway, was only in place during the winter months from October 1 to April 30. However, it can now be used at any time during the season.
Previously, clubs had to seek permission from their county unions to implement the Local Rule for preferred lies outside of the seven-month winter period. Now, England Golf has removed this barrier, allowing clubs to use the rule throughout the year if necessary.
Importantly, golfers will still be able to post acceptable scores under the World Handicap System even when preferred lies are in effect.
The Winter Checklist has been replaced by the Adverse/Extreme Weather Reference Guide, which aims to assist clubs not just during winter, but all year round.
According to a statement from England Golf, the Model Local Rule E-3 for Preferred Lies no longer has a specified usage period, allowing clubs to utilize it throughout the year if necessary.
While “Winter Rules” is not a term mentioned in the Rules of Handicapping, the guidance has been adjusted to focus on periods of extreme or adverse weather conditions.
Clubs are advised to use the Model Local Rule appropriately on areas of the course where it is needed and to remove it as soon as possible.
Additional changes have been implemented in guidance for course management during adverse weather conditions, including the use of temporary greens, fairway mats, water-filled bunkers, and closed holes.
